I've found with cats, small children, and dogs it is best to anchor the top of the tree to something. Our one house had been owned by someone with a large bird with hook in ceiling. It was perfect. After that it was drapery rods which are right next to the window.

we do have a couple of street cats living in our compound but they are not allowed inside as they will just fight with our dog. *sigh*
