Definitely a familiar. It's one of the things that clue in shelter workers that they may have a familiar.

Put up a TV for them to watch and leave the remote control in the walkway outside the cages where they can see it. If in the morning the Weather Channel is not on still, you know there's a familiar among the inmates.
