I commented back to miri_thompson and my mind went hmmm. So I blame this on her.
Smallpox had been eradicated, the Government thought, so too could this plague. And so began the plan called the Neo-immigration Act. Every man, woman and child was examined and if found contamination free were air lifted to a site kept secret for obvious reasons. The Government had watched those movies where people panicked and wanted onto the transport ships to wherever was the last bastion of safety, be it off planet or some distant land. Animals were similarly handled. It was too bad about all the people they couldn’t save.
The Government hoped the mobile dead bodies rotted away quickly.
The history of the eradication of Smallpox is interesting. A great book to read is called Code Orange by Caroline Cooney. It's fiction but the facts used in the book are real. I recommend it.
