That second one isn't regretting his decision. He was just waiting until the dog got under him to fall/pounce. Right about... now.

The first one is upset that his people let him talk them into letting him go outside. They knew it was raining. They should have stopped him.

I'm thinking Cat 4 is an inept cat burglar.
Cat 1 is hating the people who are moving too slow to let him in out of the rain and are instead laughing and taking a photo of him.
