Um, that is actually a sign of a neurological condition called 'Stargazing.' It's apparently akin to a tic? Either way I hope that owner spoke with a vet because that little guy is not okay.

There are too many hamsters in that cage, so it's probably a pet shop or breeder. If I've read the correct information, stress can exacerbate the condition if it's hereditary. If it is a pet shop, they might want a cute little backflipper to help sell the rest. If it's sick, then probably there's a hungry snake in the hamster's future.
